The Haryana Urban Development Authority (HUDA) has never taken any green nod from the state Environment Impact Assessment Authority. In an RTI filed against the HUDA, when asked SEIAA answered that no environment clearance has been granted to HUDA from 2008. It is shocking that there is no one to monitor the implementation of the environment laws. The Act clearly says that it is mandatory to use solar water heating systems in buildings, hospitals and nursing homes including government hospitals, jail barracks, housing complexes, group housing and housing boards.
Prakash Sharma, President of Gurgaon Progressive Forum said, The rules clearly state that all residential buildings built on a plot of size 500 square yards and above falling within the limits of municipal corporations and HUDA sectors and government building and schools must have solar water heating system but it is not implemented.
The Environmental (Protection) Act also stipulates all the line departments like the Department of Town and Country Planning, Haryana Urban Development Department, Public Works Department (Building and Roads), Housing Board, Public Health Department and Architecture Department will make use of solar water heating systems mandatory.
In addition to this, the Act also makes use of Compact Fluorescent Lamp (CFL) mandatory in government buildings and corporations.
