Mumbai, November 26, 2010: Reliance Infrastructure Ltd., has bagged its 5th Consultancy project under R-APDRP Programme of Union Ministry of Power. This time the Company has been awarded the project of SCADA (Supervisory Control And Data Acquisition) – DMS (Distribution Management System) consultancy for Patna City in Bihar State.
Earlier, in line with the MoP’s R-APDRP programme, the Bihar State Electricity Board had floated RFP for SCADA/DMS consultancy for Patna, the capital city of the State. RInfra, being the only integrated power utility, empanelled by the Power Finance Corporation (PFC) for the same, had participated in bidding process.
The project has been awarded to RInfra in line with its highest scoring in the technical bid; which had a 70% weightage in the entire bidding process; rest 30% weightage was for the financial bid. RInfra was weighed at 57.5% as against its nearer competitor bidder who scored only 17%. RInfra also supersede in financial bidding by offering low cost of Rs.54 lacs as against the cost offered at very high level by the nearer competitor, i.e., Rs.1.97 Crores.
In line with its existing in-built expertise to handle such projects, as the Company has already implemented it on its Mumbai and Delhi Distribution networks, RInfra would execute the prestigious consultancy project through its internal resources only. RInfra’s SCADA – DMS work executed in its existing licensed areas in Mumbai and New Delhi have become model distribution systems for other distribution utilities in the country.
Earlier, RInfra, being the only integrated power utility empanelled with the nodal agency Power Finance Corporation (PFC) for IT Consultancy and as an IT implementing agency, under the Union Ministry of Power’s R-APDRP programme, has been awarded four consultancy projects; three for SCADA – DMS consultancy and one for IT consultancy. The Company is already in process of executing SCADA – DMS consultancy projects for ten prime cities in Maharashtra, two cities in Haryana and two cities in Chhattisgarh. These cities are Pune, Nashik, Aurangabad, Nagpur, Navi Mumbai, Sangli, Amaravati, Malegaon, Kolhapur and Solapur (All
Maharashtra); Raipur and Durg-Bhilai (Both Chhattisgarh) and Faridabad and Gurgaon (Both Haryana). RInfra is also in process of executing IT projects for Karnataka SEB as well as its five distribution companies, viz. Bangalore Electricity Supply Company (BESCOM), Chamundeshwari Electricity Supply Corporation (CESCOM), Mangalore Electricity Supply Company (MESCOM), Hubli Electricity Supply Company (HESCOM) and Gulbarga Electricity Supply Company (GESCOM). These projects have been in various stages of completion.
With winning the SCADA/DMS consultancy project for Patna city in Bihar, RInfra would now be in position to work very closely with the State’s distribution network systems and understand several complexities involved in it. This would also create a competitive edge for RInfra, whenever these cities would come up for distribution franchise in future.
RInfra, in its Mumbai Power Distribution business, has already adopted several IT initiatives such as, implementation of SAP, GIS, Knowledge Management System, Equipment Monitoring System (EMS), Distribution Management System (DMS), ISU – CCS, Integrated SCADA, FPI, Automated Meter Reading (AMR), etc.

The GoI’s R-APDRP program focuses on actual, demonstrable performance in terms of sustained loss reduction. It also intends, improving customer service through real time monitoring of distribution network with SCADA/DMS systems. The total size of Part A of this program covering IT Applications & SCADA/DMS is Rs 10,000 crore.
In line with the guidelines under MoP’s R-APDRP, SCADA/DMS system is to be implemented in urban areas with more than 400,000 populations. The state utility wanting to utilize funds under R-APDRP needs to appoint SCADA/DMS Consultants (SDC) empanelled with Power Finance Corporation (PFC). The SDC shall assist the utility in successful implementation of SCADA/DMS project.
Notably, SCADA/DMS helps Utilities monitor and control the electrical network and coordinate the maintenance and fault rectification activities of the electrical distribution system.
